There are 4 ways to recruit Councilors from the Council

Basic Recruitment costs food and can be recruited up to three cards before a 24 hour refresh.

Premium recruitment increases the rate of other rarities and decreases the rate of the common rarity.

Premium recruitment can be purchased an infinite amount of times.

Similarly, Superior recruitment has decreased rates for lower rarities and increased rates for rarer ones.

Unlike other recruitments, Superior recruitments can only be obtained via store offers.

Also they are the only recruitment to feature a legendary drop rate.
